Go to the forums and login,

select the forum you want to create the poll in
click.."post thread"
you can add some text like any post, then check the box to make a poll, select the number of poll choices, then post the thread

   

after you post the thread, another window will appear so you can enter the details of your poll

   

then just "post the poll"...
